"不愿意做职称的奴隶" 职称外语考试缘何像"鸡肋" 【时间:2004年04月14日 12:28 】【来源:新桂网-南国早报】【作者:陈永海】【编辑:李华林】 新桂网-南国早报记者 陈永海 4月11日,星期天。上百万人步入全国职称外语考试的考场,为获得一个叫做“专业技术资格证书”的小本子争取“入场券”。 然而,在南宁一家事业单位工作的李先生却没有报名参考--尽管他在4年前已经获得中级职称,如今已经到了晋升副高的时候了。“评高级职称太麻烦了,并且对于我来说没多大实际意义,不值得为它去折腾。”李对记者说。 其实,如今像李先生这样“看淡”职称的人并不鲜见。记者昨天到一些驻邕机关和企事业单位随机调查发现,竟有相当部分的受访者表示“不愿意做职称的奴隶”。 职称在人们心目中的地位日益弱化,自有个中原因。 原因之一:职称不能牵着薪水走 昨天下午,记者走进南宁市某机关的一间办公室。一提起评职称,办公室里的4名工作人员就露出不以为然的神色。 “我十多年前就得了中级职称,但一直没申报副高。”一位40多岁黄姓的工作人员说,对于党政机关的工作人员来说,职称并不跟工资挂钩,意义不大。原来,在他们单位,中级职称以上的干部每年只得几十元的书报费,以前职称对分房有帮助,现在福利分房已取消,职称的用处就更小了。“并且,评职称门槛多,太麻烦,哪有功夫去折腾。”他说。 记者采访发现,“不评职称”现象不止发生在机关单位,企业中也不乏其人。身为南宁市一家效益不错的国企部门主管的谭先生,是1992年的大学毕业生,早就应该申报副高职称了,公司领导也动员他尽快解决职称问题,但他就是没报。他对记者说,评上副高后,每月薪水可以增加百来元,但在目前市场的薪酬水平下,这种增加实在是微不足道。 更深层次的原因是,职称的价值显现不充分。其实,目前越来越多的知识分子已经意识到,仅仅有“副高”、“正高”的“名”是不够的,能力和价值的体现是多方面的,因此就出现这样的“怪现象”:不少国企人才抛弃了辛辛苦苦取得的专业技术职务,投奔到不评职称的外资企业或非公经济实体。 “在国外,只有执业资格和专业技术职务,如教授、研究员、工程师,没有中级和高级之分,中国已加入WTO,也必然要走这条路。”不少被访者这样认为。其实,未来的运行模式将是执业资格作为准入上岗证,职务聘任作为“水平能力证”,不再是职称牵着薪水走,而是能力和岗位牵着薪水走。 原因之二:外语这道“门槛”难跨越 评职称非得过外语这道“硬门槛”,这让不少知识分子特别是年龄偏大的人大为头痛。记者在采访中发现,一些知识分子在自己的工作和专业上卓有建树,有的还担任了领导职务,但在职称评定上却屡屡受挫,至今仍然只有中级职称,原因是职称英语考试过不了,最后只好放弃,再也不申报职称了。 记者昨天在邕城某高校了解到,一位年过半百的教师为了评高级职称,已经是全国职称外语考场的“两朝元老”。今年考试前,他特别花了数百元参加职称英语“速成班”。这位从事文史研究的老师说:“我真不明白英语对我的专业有什么用处,如果这回还是过不了,我就放弃申报职称了。”南宁某企业的谭先生告诉记者,他的同事中也有不少人,因为厌倦职称外语考试而放弃申报中级以上职称。 他说:“平时大家的工作压力很大,技术骨干工作更忙,根本没有时间和心思去攻职称外语。再加上,企业领导层评价员工在乎的是真才实干,并不看重职称高低。”“我们的职称评定为什么如此僵化?为什么那些在实际工作中极少运用的外语一定得考?难道说外语考试不合格,就说明他在专业上不称职吗?”不少受访者,包括那些已经通过全国职称英语考试的人,一提起职称英语,就忿忿不平。 把外语作为职称评定的“硬门槛”的弊端是显而易见的,因为谁也不可能在个把月时间“速成”一门外语。我们身边很多人为了报评职称而放下手中的工作去突击学外语,学起来死记硬背、囫囵吞枣,而一旦通过考试,那点仅靠临时抱佛脚学来的外语再也无用武之地,很快就忘得一干二净了。 原因之三:评职称实在折腾人 “一提起评职称我就来气。”40多岁的张女士对记者说。张是某区直单位的部门负责人之一,前两年她申报了副高职称。按理张女士的硬件是很棒的:工作成绩得到领导和同事的一致肯定,在国家和省部级刊物发表了近10篇论文,还得了不少奖,一位担任高级职称评委的老领导也对她说“应该没问题”。 “翻资料、填表格、写自我鉴定,花了我整整半个月时间,最后评定结果出来了,我居然没评上,简直是折磨人。”张女士说她所有的努力就随之东流了。她表示以后再也不申报职称了。记者在另一家区直事业单位了解到,该单位从领导到普通工作人员,有不少人对评职称“很有看法”,有的甚至不愿申报副高以上职称。 一位不愿透露姓名的部门主管说,她申报了一次副高职称,在财力、精力上下了不少功夫,最终没评上,于是就对副高职称“死了心”。她介绍说,申报职称那年,她又捡起了早已荒疏的英语,忙里偷闲参加计算机培训班,并且为此投资将近600元。 申报副高职称要填的表格很多,并且要求非常苛刻,一律要手写,错一个字就得全部重来。申报前,她花了将近两周时间来准备申报材料,复印论文、作品和获奖证书就花费了上百元。她说,并不是没有那个实力,而是太折磨人了,说得夸张一点,要想评上高级职称不死也得脱一层皮。 广西大学一位年轻老师认为,本来,职称评聘的目的是尊重知识、尊重人才,但目前的职称评定制度过于僵化了。 另据了解,有的人不愿评职称,还有一个原因,那就是他们认为职称评定带有浓重的计划经济色彩,比如指标限制、人情关系、论资排辈等。况且,职称高低并不完全体现一个人的专业水平和工作能力。
